A heuristic/tool that states that an action that causes a good and bad effect is morally permissible if:
- The action is morally good or neutral independent of its consequences
- The good effect is intended while the bad effect is merely foreseen
- The bad effect is not a means for the good effect
- There is a proportionally grave reason to permit the bad effect
