A heuristic/tool that states that an action that causes a good and bad effect is morally permissible if:

  1. The action is morally good or neutral independent of its consequences
  2. The good effect is intended while the bad effect is merely foreseen
  3. The bad effect is not a means for the good effect
  4. There is a proportionally grave reason to permit the bad effect
